That's a pre snap penalty. If a defender gets too far before the ball is snapped, they'll enforce it as pre snap. Just because you see the ball snapped doesn't mean the snap counted.

Unabated and neutral zone infractions are not technically offsides penalties, they are their own type of penalty that is enforced pre snap.
