The 1955 Revised Constitution of Ethiopia states that the official language of the Empire was Amharic, not that Afaan Oromoo was banned. The official language of the People’s Republic of China is Mandarin Chinese (Beijing Dialect). Amharic was the language of governance. Read.
Afaan Oromoo was banned upto 1991 from all institutions. The 1st and revised Abyssinia/Ethiopian constitution banned Afaan Oromoo. Here's another evidence.

As well as Welqayt, it was settled by Eritrean highland farmers since the 19th century. And 400 years ago, kings from highland Eritrea used to rule as far south as Wollo and Simien.
