Oh I don't even think the tax payers will pay for it in this one. You tend not to get any reimbursement for damages caused by police unless it's an extreme case (usually a person dying, not a snake).

Yes the protocol is that you're supposed to stop and search for them. Unfortunately it takes a while to get the message to the captain, even longer to turn around, etc and a lot of people are not good at swimming... especially when drinking at night and after a big fall.
