Interesting thread! I think it's probably a bit of both, and probably still more compute, depending on who you're talking to. Well-financed companies like Deepseek and Bytedance do talk about compute being the critical restriction, not funding. The FT story refers mostly to 'small-scale' cloud compute providers, so I don't think its necessarily indicative that a Chinese company can get cost-competitive compute at the necessary scale, if they want to. Some companies like might be able to access compute but aren't doing it because they are taking a different bet (low-cost super efficient inference as the focus, over large models). A800s are also restricted as of the Oct 2023 updates; so those would also have to be either pre-2023 stockpiles or found via the black market.
