My best guess is that there still is just not enough domestic capacity to bring down prices and normalize margins. Antidumping laws are preventing imports from Mexico and China to meet demand either I guess? $ATKR cites imports from central/south America as the main cause of pricing pressures.

Could see an inflection like $ANF a crappy brand becoming cool again.
