Yikes. The Cuomo administration is seriously trying to claim this year's budget was balanced from the get-go.
Mr. Hammond ain't buyin' it, and he brought the receipts.
In March 2019, the state quietly postponed $1.7B in Medicaid payments from one fiscal year to the next. That was not known to legislators at the time or factored into the 2019-20 budget, which was therefore out of balance from the moment it passed.

I love John Krasinki's "A Quiet Place". It was cool seeing Little Falls in the movie.
That said, the $7 million dollars the taxpayers of NY paid for the movie, a third of the total budget, would have bought a whole lot of textbooks and ventilators.
If Albany didn't give this cash to TV and film producers, there's a risk it would wind up in a hospital or a classroom or some other less-deserving purpose.

The gunman in yesterday's shooting at Utica's Proctor High School is in custody. Unless he meets the "extraordinary circumstance" provision of NY's "Raise the Age" reforms he'll do no jail time and his records will be sealed. Effectively, the attempted killing never happened.
BREAKING NEWS: The suspect, a 16-year-old male, is not a current student at Proctor High School but is enrolled in an alternative educational program.

Gov. Cuomo last appeared in Utica on August 20th, 2015 to announce the Nano Utica project would bring thousands of jobs.
Within a year, with Todd Howe (!) acting as the Governor's liaison, the project was dead.
Cuomo hasn't been seen in Utica since.
