Here is Space Pioneer's Tianlong-3 series of reusable launch vehicles.
Tianlong-3 is capable of delivering 17,000 kilograms to low Earth orbit or 14,000 kilograms to a 500-kilometer sun-synchronus orbit.
Tianlong-3H is capable of sending up to 68,000 kilograms to low Earth
Space Pioneer is hoping to launch its Tianlong-3 rocket this June, potentially from Wenchang's Commercial Launch Pad 2.

I have a solution to HLS needing to refuel, I see no problems with this plan.
Depends on what dry mass you like for the tank+engine section. And how much full expend starship to LEO you choose. SpaceX website says 250t
Choosing a VERY conservative 70t dry mass that puts the TLI at 62t 😳
