For example - yes, you get a ticket for parking in a disabled space without a blue badge. But the fine ought to be increased by 50% if you tried to excuse it by saying: "I'm only gonna be five minutes!"
In an ideal world, there'd be some sort of civil penalty for "being a d***". A fine sufficient to ensure you don't have enough left over for a round of drinks on a Saturday night, meaning you're even less-likely to make new friends - but might learn your lesson.
