Source codes are not just a billion lines of codes, which themselves equate to 1 GB tops. Fully compiled and installed, you put precompiled libraries and dependencies into equation, which are many times larger than the code files themselves

Cities Skylines 2 is a Unity game, and its HDRP system is apparently notorious for having terrible performance in general, and hard to optimize. I don't know how true it is, but it is more plausible than "teeth mesh having no LOD", which might not present on lower LOD at all.

I can testify that, having to start it up just to get hold of marketplace assets and examples. Usually it goes through the main EGS section before getting into UE section. And don't get me started with UX inconsistencies, and UE downloads gating EGS downloads, and vice versa.

Baking raster light took a LOT of time, and it took many attempts to make the lighting good.

As he said in one of the Unreal Engine interviews, the team heavily modified Unreal Engine 4 to the point where UE4 is pretty much just the rendering engine. Porting all of those custom code to UE5 with all the C++ API changes would waste time and effort.

That is assuming that the game uses CPU skinning and no VAT fallbacks for whatever reason.
At least Unreal Engine has GPU skinning pretty much on all the time, so CPU has less things to calculate (but still adds up). I don't know if Unity HDRP hold the hand that far, though.

Thanks to nomaden lifestyle and generally work from home being less sustainable to many workers and employers. There's not much people able to continue work on their computers anyway, given that the rest of the jobs involves physical in situ presence.
