First of all, not true as demonstrated in a number of cases. Second, the severity of the outcome of running or whatever is the main problem. Very few actions justify being killed by government officials without a trial. But here you are saying that it’s often okay.

Seems like more of a possibility than normal. If people are convinced he’s going to win but think he needs to be reined in, they may vote D down ballot. I think that’s what happened in 2016 (the opposite situation).

One state didn’t follow the DNC’s rules (like NH this year), so the DNC said they wouldn’t count any delegates. So Obama dropped out of the race for that state and Hillary didn’t. Then before the convention, DNC agreed to count half the delegates.
