editors: As a federal employee i couldn’t accept any gift worth more than $20 and no more than $50 per year from the same source. And we were to refuse any gift if there were even an appearance of inappropriateness.
I’ve heard words like this before. In my 32 yr intelligence career. Usually from foreign dictators and autocrats. Not from a US President. Where are the words of healing?
JUST IN: President Trump unloads on the nation's governors on a call, calls on them to step up enforcement: "You have to dominate, if you don’t dominate you’re wasting your time. They’re going to run over you, you’re going to look like a bunch of jerks. You have to dominate."
First off: unless this administration has changed procedures in place for many years, there are no WH tapes of this phone call. As I used to say, the WH became averse to taping Presidential phone calls in about 1974. /2

Have heard from multiple White House and national security officials that Kamala is getting the full PDB daily. Highly unusual and Biden didn’t even get that himself when he was VP.

Could the President make calls on his own directly to a foreign head of state? Sure, but these are very busy people who aren't always available for impromptu calls. The procedures were developed over time for both the convenience and the protection of the President. /11 & Final
Could there be recordings made by the foreign head-of-state's government or a foreign intelligence service? Sure, particularly when the call is made over a non-secure phone. /3
Yes, there should be transcripts of the call. It is a long-standing practice, intended to not only memorialize the call but to protect the President against the foreign leader/gov't making egregious claims about the call. /5
During my time at the White House Situation Room, it was normal practice for military officers to wear the more formal service uniforms when attending meetings there. They never would wear their less formal combat uniforms. /1
Could there be recordings made by the US Intelligence Community? No. Law, regulation, and practice forbids such collection of USG officials. Besides, there's no foreign intelligence value in doing so, as the US official is aware of the call's contents. /4
The White House Situation Room and the responsible NSC directorate develop the transcript. WHSR, which monitors the call, develops a verbatim working transcript which is reviewed and finalized by the NSC directorate and captured in a memorandum of conversation (MEMCON). /6
This MEMCON can vary greatly from a lightly edited full transcript to a vaguely worded summary of the call. Sharing of the MEMCON outside of the WH and across gov't has varied from Admin to Admin and the sensitivity of the call, but has always been very limited. /7
Not even at the heights of our greatest political unrest, like the Civil War, Bonus Army encampments, the civil rights movement, or Vietnam War protests, has our President retreated behind such barricades. What are you afraid of,

Call participants often included the Nat'l Sec Advisor or his/her deputies, the WH Chief of Staff, an appropriate NSC Sr Director and members of his/her staff. Extremely rare for a non-WH person to be present for the call and we never looped in anyone outside the 18 acres. /9
Who in the USG listens to the call as it happens? This varies from call to call. I managed the very rare call in which only myself and WHSR heard the actual call. In most cases, the call was listened to live by several people. /8

No kidding.
I even stopped President Barack Obama from bringing his Blackberry into the Situation Room (a SCIF) when I was there. Thought I'd be packing boxes later that day, but he got it. Never brought one down again while I was there. SCIFs are truly a no-nonsense zone.

AG Barr, in an effort to once again cover for the President, makes it worse. He ordered the violent routing of peaceful protestors for no reason other than “because.” Overseas we’d have to report host nation behavior like this as a human rights violation.
The tour guide explained that our government even at its earliest was a government of the people—the leadership didn’t need to fear the people. The visitor shook his head in amazement. /3
This is absurd on its face. The President is always immediately reachable. I should know as I oversaw the work of the Situation Room and understand also how the WH operators work. We’d have our asses handed to us if we couldn’t connect to the President within a minute.

Just being targeted by foreign intelligence doesn't make you a national security threat. Being warned and doing nothing, or doubling down, makes you a national security risk. Cooperating with law enforcement makes you a hero.

If he’s not there during the call, he can never be sure what was said, agreed to, or promised by either side, nor can he offer impromptu assistance when something unexpected comes up. /2

To those saying we need the DNI to stay, I would respond with the question: has his presence curbed the president? History shows well-timed and principled resignations help illuminate and focus on problems. As would a confirmation hearing for a successor.
In America, voters decide elections, not the courts. I’m glad to see the Michigan Supreme Court acted rationally and will allow President Trump to be on the ballot!
One reason the # of Afghans is so high is that people are bringing their entire extended families, regardless of whether anyone meaningfully aided war effort or faces a particularized threat. Perception of an unrestricted policy surely helped drive oversized crowds to airport.
