One of the goals for V2 was to make running a Decentralized Verifier Network (DVN) easy enough for a group college drop-outs to do from their bedrooms. (speaking from personal experience) - it should be low-cost, < 1 hour setup, and simple to coordinate with other builders.
1/ In V2, messages are verified through DVNs selected by application owners. Any entity – be it a bridge, oracle, attestation service, zkLightClient, enterprise company, DAO, etc. – can permissionlessly create a DVN to verify messages for applications built on LayerZero.
