Leaving ECHR does nothing to alter UK law.
We are also signatories to the UN fundamental charter on Human Rights, should the UN be permitted to rule on UK proceedings?

Homicide is actually a) a very rare crime and b) usually involves intimate partners, so using it as a metric to judge how you are doing on crime is just plain ridiculous.
