It’s no coincidence that with the decrease in math test scores and the decreased emphasis on math that younger generations lack problem solving and critical thinking skills.

If people cannot follow instructions to properly fill out a ballot that can be scanned the ballot should be rejected. Notify the voter that they need to rectify the issue in person. Otherwise it increases the chance of fraud.
