This means nothing, schedule 3 means it still has to be prescribed so technically would still be considered illegal if caught in possession with no prescription. Why not just make it federally legal altogether and tax it the same way as cigarettes and alcohol.

Y'all realize that every panel has an allowable number of fasteners that can be missing right. Also it's on the trailing edge of the wing not directly in the airflow. I bet all they did to fix was put speed tape on it until it's next scheduled downtime to replace nut plates.
