In Canada, I easily paid the full amount of my insurance premiums myself - $75/month. Covers everything. Not tied to employer. In US, you pay premiums to support insurance companies. We skip the middle-man and all the $ goes into health care.

I think traffic enforcement should be a separate division & most of it done by photograph of license plate & mailed tickets except where dangerous driving (but stopping - & killing! - people for expired plates or burnt-out lite has not been working out well)
