@DrunkAustrian @dunkelkotze of course you can replace things too. instead of funding trangender operas in colombia you can also make the administrative decision to fund pro-israel christian yeschad operas in colombia.

@DrunkAustrian @dunkelkotze US congress didnt pass a law saying that transgender operas in colombia should receive 400k USD. that was an administrative decision that can be overturned administratively. there are obviously regulations you have to follow, but the smaller things can just be cut.

@DrunkAustrian @dunkelkotze yes budget power is with congress, but what happens with that money is up to the people running the various agencies. they can just cut stuff on an administrative level. obviously they cant break any laws doing so but they can just cut stuff.

@DrunkAustrian @dunkelkotze depends on the size of the program. getting rid of USAID? good luck not having that overturned. getting rid of minor programs within USAID? definitely doable. either way the whole "cutting costs" bit is a pretext for ideological (counter-)purges imo.

@DrunkAustrian @dunkelkotze the overall institution will most likely survive, but the lib ideological programs have been operating without too much legal backing. the purges in that area will stick for the most part and the people wont be rehired.

@stefanauer_hku with trudeau and so on there's also the issue of previous US administrations leaning on them to go after trump (and his allies) without being bound by US law. getting involved in intrigues like that can be dangerous, which is what they are now realizing.

@ektrit what i find interesting is that: 1.) trump did nothing about this during his first term, and 2.) the democrat reaction seems muted compared to the gravity of that change i guess people only realized how much of a problem this was relatively recently (ukraine?)

@toozewhatnot drawing good cartoons is surprisingly hard. especially when you mix politics into it (message > execution) things go to shit real fast.
