Comment : Just an addition. Duty to Warn, or ICD-191, doesn’t necessarily extend to our enemies. As I understand it, ICD-191 can be bypassed if providing the threat information endangers and/or jeopardizes ongoing intelligence/ military operations of the U.S. and our allies.
