Census migration data shows the 10 states that gained most ppl due to interstate migration have avg top marginal income tax rate of 3.6%, compared to 7.4% avg top rate in 10 states that lost the most ppl. Of top 10 gainers, 9 are Right-to-Work. Of 10 biggest losers, only 3 are.
