PVE Mode IS a DLC, there is absolutely NO negotiating on this. You don't get to pick and choose what a DLC is or isn't. You promised all EOD holders access to ALL DLCs, after release just isn't good enough.
Release it to EOD holders in waves if you have to, like you did with
