Many fish survive in water with low dissolved oxygen by coming to the surface and gulping air. It looks like it was able to break through the ice to do it. I don't know what species this is specifically but it looks like some sort of carp which is one of the groups that do this.

It is odd that it's just sitting there breathing air though. Normally fish will just take one gulp, so something must be stopping it from crawling back in the water. I'd hazard a guess that once it got out of the water the cold air made its body temp drop so much it can't move.
