The "download Twitter archive data" feature seems to be unavailable for some users since the July Twitter security incident.
We have added the possibility to retrieve tweets directly using the API to unblock our users in the meantime.

It is in fact a bug. Rate limits slow down the operation which is understandable. Deleting likes is completely broken, you're effectively rate limited to 0 unlikes/hour always.
