In Albania, people don't commit petty crimes on others not because they are afraid of the police/law but because they are terrified of other Albanians. That said, I feel safer from petty crime in Albania than anywhere else in Europe.

Food prices in Albania are crime against its people. It might just be cheaper to jump on a plane to Italy, load up at supermarket there and fly back than actually shopping in Albanian supermarkets. It has to be corruptive lack of competition, I can find no other explanation.
