UPDATE: We just pulled Detective Gillis' personnel file with

. In December 2012... he drove an intoxicated civilian in a police vehicle on duty with lights/sirens during a non-emergency. He also did donuts in a business parking lot. He was suspended 5 days.

The forms show three officers did not turn on their bodycams during the incident. They are Bryan Gillis, Kelvin Watkins and Javar Downs. The forms say ALL of them should have had theirs on at the time.

The video ONLY shows the immediate aftermath of what happened. LMPD says there is no video of when Det. Gillis was actually "dragged" by Scheffler.
BREAKING: Jefferson Co. Attorney Mike O'Connell requests that all charges be dropped against Scottie Scheffler. He says, "Mr. Scheffler's characterization that this was a big misunderstanding is corroborated by the evidence." Here's the moment from just minutes ago:

Hi Hannah, Jefferson Co. Attorney Mike O’Connell withheld this video until the case concluded, as it could be used as evidence in court. Now that charges are dropped, the info was made public, as the case has concluded.

In March 2019, Gillis also got in trouble for a police pursuit. An investigation found he violated standard operating procedure, by chasing a vehicle where the driver didn't commit a violent felony and wasn't wanted. He also failed to notify dispatch before beginning the pursuit.

NEW: Two forms here, one is a memo that comes from LMPD Chief Gwinn-Villaroel, detailing what happened and the "corrective actions" taken against Det. Gillis for not turning his bodycam on. The second form is filled out by Gillis, describing "why" he didn't turn it on.

It is worth noting, though, that Gillis has also received numerous letters of commendation from the department since his hiring in 2007.

Incredibly excited to announce we WON the pacemaker for broadcast! The most prestigious award in collegiate journalism, I can’t thank my team enough for the hard work put in to achieve this.
We choose to publish because there are genuine public health concerns here that the public deserves to know about. Not because we’re trying to get anyone in trouble or call anyone out.
-Over 1,000 cases at USC now, over 300 new cases on Friday alone.
-60% of quarantine space is now in use.
-The positivity rate over the past few days was over 26%.
-Over 1,000 tests are still pending.
Caslen is firm in his stance to stay open. After listening in on administration over the past few days, it doesn’t look like they’re closing any time soon.
President Caslen says that he currently has no plan to close. He doesn’t want to impose the burden of the outbreak onto the Columbia community by shutting down.
I think it’s worth noting that these won’t just be “asynchronous work days.” These are actual days off that professors cannot assign work or prerecord lectures for, something that’s been complained about a lot this semester.

Caslen quoted Dr. Anthony Fauci, who believes campuses shouldn't shut down after a first outbreak because the cases would then be scattered across the country as student return home.

Cases are reported based on an individual's state and county of current residence. Students residing in SC for school would be included in SC numbers, reported out by county based on their current address. Cases at USC likely contributed to the increase in Richland County.
To the people who see this and say “COVID only has a 1% death rate,” just think for a second: if 1 out of every 100 people you know suddenly disappeared today - you’d notice.

DEVELOPING: The protestors, gathered now on the second floor inside the S.C. State House, are demanding state legislators to ease COVID-19 restrictions. Despite the requirement to wear them inside of the building, the group has congregated mostly without masks.

President Bob Caslen tested positive for coronavirus, he held a workout session at UofSC’s gym and invited students to attend. It’s a common thing for him, but definitely something to watch as contact tracers do their thing.
