I went to that panel at Youma and it kicked ass, and was vitally relevant to today's cosplay atmosphere.

Con harassment policy specialist here. Definitely keep a whisper network, but be aware that there is a very slim chance MOST con chairs can or will do if those people aren't breaking rules AT the con.
Lists can also get you in a LOT of legal trouble and can be abused very easily

If you're going to Katsucon, be aware of your surroundings and plan ahead, not just for COVID safety.
As of December, their harassment policy was missing. Now, their policy exists, but it's "Find security as soon as it happens." The "Page a Chair" option leads to a 404.
