@CarnegieChina @zhaot2005 I believe that clarity regarding the strategic environment is essential for strengthening dialogue and advancing arms control. The term 'third nuclear age' is, therefore, a very appropriate description. See also here:

The US has imperial charateristics (from the founding years until today, from politics to economics, from Hollywood to NGOs...). The EU has imperial charateristics (system sui generis.. too, &, of course, also Russia and China. Still, this doesn't make them equal or all the sam.
