Ryan Condal explicitly stated he’s not a psychopath during the timeline of S1, Storm’s End included. What you see there is a build-up of natural rage and vengeance which Aemond just couldn’t keep in anymore, and it had a disastrous outcome. Not a psychopath. Hope this helps
