It likely a psychological thing. He pretends to be this weak and meek person, not showing his true colors. He can't even look Aegon in the eyes in some scenes but he looms almost proudly over Alicent. His entire attitude and behavior is completely different.

Writing about "what the fans want" rather than that makes sense (for the characters) will be the downfall of this show. They would have had their reunion im s3, and it would have made sense, if the writers only would've had the patience for thatπ€‘.
