Gerade fehlende Einbindung in ein schlüssiges Konzept zur Nationalen Sicherheit schafft Gegnern unnötig Freiräume. So konnten bekannte Russische Gefährder trotz Warnung einreisen, chinesische Komponenten werden in kritischer Infrastruktur verbaut.
