This is a common misconception. "ethnic hatred" is often result of self-interested politics of violence which galvanise & instrumentalise social antagonisms. By reducing complex dynamics to "irreconcilable aspirations of different peoples", you simply legitimise those politics.
Ethnic conflicts, based on the irreconcilable aspirations of different peoples to control of the same land, can be temporarily frozen but are unresolvable within the framework of liberal-democratic politics. Short of imposing order from above, there is only victory or defeat.

NATO and the EU's reaction in Kosovo has shown us that they consider the Balkans are now considered a line of contact with Russia in the context of the war in Ukraine. If tensions arise in Bosnia (politically for sure, and militarily..?) they will probably respond.
