Fascinating reading, there is ample material for org econ/innovation crowd: role of decentralization, culture, digitizing R&D, intrinsic motivation, WFH, turnarounds...
Agreed 100%. Incentives are part of a broader set of complementary management tools (systems), not a silver bullet. Also important to realize what can be incentivized and how (e.g. individual incentives usually not appropriate if production is based on teamwork).

My view of the data: training and incentives are necessary for better health care delivery but woefully insufficient. Crucial additions: creating systems that make better care simpler and discovering how to enable their adoption widely.
