This does not 'enhance security'.. it reduces it through counterparty risk, however that counterparty risk is implemented it is still a reduction.

However, government spending that is specifically being covered by taxpayers and/or federal government tax & budget allocation most certainly should be public & verifiable on the blockchain.

You can re-inscribe data onto the same sat and any inscription can be used as a parent inscription for a rune
Runes aren't really etched on the sat though, inscriptions are. Runes just have parent or delegate inscriptions connected on etching. But I knew what you meant :)
