In this case, the politeia was not *the empire*, but it had a kingship whose duty would be in service of the politeia. Effectively the Roman Empire never existed; what existed always was the Roman Republic which would change how it would delegate authority (consular or imperial).

This has already been explained excellently by Chris, but Badiou is definitely anti-Heideggerian; he sees Heidegger's project as (among other things) a smuggled in (religious) teaching of secret Meaning/of the One. His logic of presentation is also opposed to H's presence
Marcuse, Zizek, Foucault, Deleuze, Nancy, Althusser (allegedly), and I think it's hard to not see Heidegger as an influence on Badiou as well.
