the whole point is that they're not supposed to be self-sufficient. they're supposed to be slaves to the capitol and they're not supposed to have the resources to rebel. the districts having to rely so heavy on imports is done with such clear intentions actually
The Hunger Games has some of the actual worst worldbuilding in fiction. What do you mean a district the size of one or more US states produces ONE resource and nothing else

i miss them so much but it's fine because they're both in district 12 with their families enjoying their weekly picnics, the odair family calls them uncle peeta and aunt katniss and the everdeen-mellark family calls them uncle finnick and aunt annie and everyone is fine and happy

i think the movie did exceptionally well in showing how lucy gray has always been able to control snakes (being the songbird), but snow being a snake could never control the songbirds and how he grew to have this hatred and fear of songbirds which ended up consuming him
