A lot of the “diversification”has been to avoid tariffs by shipping to intermediate countries, doing some process which changes its unified code or adds enough value to change its origin.
The WSJ is off target here. Sure, Trump tariffs on China will impact China. But China has diversified its export destinations massively. Its share of exports going to the US has decreased. Trump tariffs on China will therefore not be a huge blow to the Chinese economy.
