As Syria’s civil war rages on, Turkey faces the challenge of balancing competing priorities and risks: expanding its sphere of influence in Syria and securing more territory for Syrian refugees’ return, pushing Assad to negotiate with rebel factions, driving the YPG out of certain areas, maintaining cooperative economic and other ties with Russia, and ensuring HTS and other armed rebel factions do not turn against each other or against Turkey—among other pressing concerns. Different parts of Ankara might have varying risk appetites and priorities in navigating these complexities.
