God bless the 3DS hacking community, we have a successor to the eShop called hShop, pretty much every game from the eShop are here, it even has a few exclusives!. I downloaded Rhythm Heaven Megamix and it works fine, I also downloaded Bomberman Blitz but I haven't tested it yet.
