I think they didn't overrun. See 0:25. There is a stripe painted blue and white on the platform. It is the target mark of the door. So the staff intentionally stands off the mark not to obstruct other passengers.
You'll notice a small change in VRChat today! World capacity will appear different, as we've moved over to the new system that was discussed in the April Dev Update (linked in the replies).

CyanTrigger is now available to everyone for Free! You can download it from my booth page. CyanTrigger is a new way to write logic for SDK3 worlds in VRChat. It has full access to Udon and an interface that resembles VRChat’s SDK2.

Friendly reminder for Avatar / World creators working in Unity. Shave seconds off your workflow by enabling the options shown below! Entering playmode with these options checked is basically almost instantaneous. ^^
Edit > Project Settings... > Editor > scroll down to the bottom
