This is, IMO, a terrible equivalence. For belt and road, it is typically not unconditional aid. It’s loans and investments with explicit strings attached and has measurable results that feed back to China
You can't beat somethin' with nothin'. China has a trillion-dollar Belt & Road Initiative (BRI) to win influence around the world. USAID was already a fraction of BRI. Shutting down or reducing USAID would mean giving up, and letting China become the world's hegemon. Very imprudent.

This is very heartwarming
Amongst all the craziness, let me tell you something beautiful that happened today. So we were in synagogue this morning, like every Shabbat morning. Friends of ours were celebrating the bar mitzvah of their son. So the plan was that after the services end, there would be a Kiddush, like a big spread to celebrate the occasion. Anyway, toward the end of the prayers, the mom asked Racheli if it’s normal that the caterer wasn’t there yet. She reassured her that she’s probably running late and would be there soon. Well, soon came, and no caterer. Someone ran to the caterer’s house to see where she was. Well, the caterer thought it was next week and didn’t prepare anything!! The kiddish was supposed to start in 30 minutes and there’s no caterer and no food. The bar mitzvah kid’s mom was NOT happy, to say the least. What happened next was just stunning. The entire community sprung into action. People ran home, got cakes, cookies, nuts, candies, drinks, fish, chips, whiskey, and on and on. I only heard about this story after. But when I got to the kiddush, without knowing any of this, all I was thinking is “Why is this kiddush so much nicer than others? They really went all out.” Only after did I find out that all of this food, and I’m telling you, it was endless, came from people’s homes within minutes of finding out about the misunderstanding with the caterer. As word spread throughout the congregation about what had happened, everyone was blown away. The father of the bar mitzvah kid told the rabbi what had happened, so the rabbi announced it to the whole Shul and told everyone what had just gone down. The entire room was floored. It was one of the most powerful reminders of how important community is. This was really inspiring.
