@MikeAdamsAg USAID is the implementing piece of Public Law 87-195 , the Foreign Assistance Act dated September 1961. Kennedy's EO for USAID came 2 months after Congress approved PL 87-195. Congress has been appropriating funds for USAID since 1961.
