Today at IRPW, passed a motion to bring back (permanently) the 9 hugely successful Open Streets+6 new streets. Builds on a previous vote, asks for a report on using public feedback and data gathered in 2020. Will address public feedback pro/con and make them work even better. 1/6
1/ Is safety and mobility a human right? I think so, I want to know what
@ScottGillingham
thinks because he didn’t answer that part of my question. As a human rights City, I want to study plowing sidewalks to pavement like the city of Edmonton does for the safety of residents
1/ This morning, I made the case to cancel the Chief Peguis Trail and Kenaston Capital Projects and replace them with strategic investments that would raise the value of our lands so that we can reduce the tax burden.
Announcing that I will be moving a motion at Friday’s Council meeting (which I expect will be an automatic referral to Public Works Committee) calling for our 9 block restricted AT routes to be extended to Labour Day weekend.
1/ I lost my father this week. The unsung hero, mountain of a man, the man with a voice like thunder and hands like boulders, who most of his time was at the service of others.
Congratulations to Mayor
@ScottGillingham
and City Council today for approving a 192 million dollar application for more affordable housing in Winnipeg, the mayor saying will leverage several times of private investment, great news for Winnipeg
Big news! The Winnipeg Public Library is eliminating library fines. Overdue fines and DVD/Blu-ray borrowing fees have been eliminated, effective January 1, 2021!
I called for sidewalks to be cleared like roads, a committee of Council said no. I travelled St. Boniface Ward today to see the state of sidewalks. Many of them are dangerous. Concerned that the freeze and thaw cycle will lead to unnecessary injuries and suffering. Stay safe.
I proposed sidewalks get same service as roads. I was not supported by vote. Councillor Lukes “Honestly we are a snow city and we are doing incredible work and I think sometimes we get a little spoiled from the incredible work that we are doing and we want it instantaneously”
FREE WINNIPEG TRANSIT FOR KIDS IN 2021
I am thrilled to announce that the 2020-2023 City of Winnipeg multi-year budget makes riding Winnipeg TRANSIT FREE FOR KIDS under 12, starting in 2021.
Moved this motion on climate & AT today
BE IT RESOLVED THAT That criteria be added to the road renewal budget to include active transportation projects as part of road renewals in order to provide a new funding source, where appropriate.
I am worried about the governance issue & potential conflict of interest of the police being able to vet the people that are to oversee them. I supported Councillor Santos - in a unanimous vote of Council - for her position on the Police Board.
Cycled to work today. I was comfortable and got a 15 minute workeout out of it. I used plowed streets and protected bike lanes when they were available. A car even let me in on Provencher Blvd Westbound when I was merging in to the traffic lane because of parked cards.
At the last Council meeting, Councillor Gilroy and asked Council to reverse course on building a billion dollars of road expansions we don't need and instead fix the broken roads we have and make life better by providing better transit.
Councillor
@cindygilroy
has been a champion of better sidewalk snow clearing for roads. We are collaborating again with a motion to give people who use sidewalks the same level of snow clearing as people who use regional roads.
1/Busy day at Council yesterday, I moved six motions to make Winnipeg into a city where my kids want to live 1-Amend the City budget to replace the words
8 These net new road mega projects are mostly to pander to some Winnipeg commuters and open up swaths of new suburban development while other options exist to invest in our city to create more infill while increasing the value of our lands and reducing the tax burden.
This week, Marion and Goulet streets (St Mary’s to Youville) will be officially reduced to 50km/hr from their present 60km/hr speed limits. This initiative comes as the result of an ongoing campaign by the Norwood Grove BIZ,
My fourth attempt at asking to study this will be coming to the Standing Policy Committee of Public Works for a fourth time now April 11th. I know we can plow to pavement like Edmonton does, I called the City, they showed me how.
Pleased to see my motion to look at sod alternatives to save on mowing cost and improcing biodiversity is moving forward according to a public service report!
1/ Mayor
@ScottGillingham
and his appointment Deputy Mayor
@JaniceLukes
are steering us down a path that is not sustainable. The problem is that Council endorsed Updating the Transportation Master Plan to Achieve 50% Mode Shift by 2030
Taking the bus gives me the benefit of not paying for downtown parking, not having to worry about driving downtown where there are lineups of cars and taking one car off the street that would be contributing to that traffic.
USE PHOTO RADAR REVENUES FOR SCHOOL ZONE SAFETY UPGRADES. I am moving a motion calling on the City of Winnipeg to re-allocate its share of photo-enforcement revenues from school zones to a dedicated account whose funds are used exclusively for safety improvements and (thread)
2/ Though I lost the vote, I will continue to make the case that there are better ways to invest $1,000,000,000 ($1 billion) to raise the value of our lands.
2/ , for the respect of the human right of equal rights to public service like we already do for roads. I proposed we study this by bringing sidewalks to pavement on one street per in all of the fifteen wards. Mayor
@ScottGillingham
has voted to kill the idea four times now.
Hearing complaints about cars & trucks - some from
@cityofwinnipeg
- blocking Assiniboine bike lane. As chair of the Pub Works, I’m committed to expanding & defending AT. Ill be speaking to the Chief of WPS, Public Works, and others, to try and end this problem for good.
7/ The main point is, $1,000,000,000 ($1 billion) expense on new roads increases the tax burden while there are investment options that would raise the value of our lands while reducing the tax burden.
Today is the January meeting of Council, most of the time the most important meeting of the month. On my way to work this morning and my bus was CANCELLED, not even late. I have the means to call a taxi which I did. 1/
Winnipeg Mayor and executive policy committee just unanimously voted to kill the request to write a report on a plow to bare pavement pilot project for one sidewalk per community despite the comparable winter city of Edmonton doing so
Today, I was honoured to attend a ceremony celebrating the Legislation recognizing Louis Riel as the first Premier of Manitoba. Premier Wab Kinew and President of the Red River Metis David Chartrand spoke of the past and the promise of a better future.
4/to study the cost benefit of these two net new roads without studying the cost benefit of spending $1,000,000,000 ($1 billion) on other projects that would invest to increase tax base and instead of creating a new unsustainable expenditure
1/x Here is my budget day speech. I don't usually vote against budgets, but I did this time. I voted no because it opens Pandora's box to spend $1,000,000,000 , a giga-dollar, or 10 to the power of 9 dollars, (SO MUCH MONEY) on road mega projects.
1/ Please help me convince Mayor
@ScottGillingham
and Deputy Mayor
@JaniceLukes
to study a pilot project to plow sidewalks to pavement for one street per ward in the city of Winnipeg. The Mayor and Executive Policy Committee have voted down my idea 5 times and Councillor Lukes 7

@Vivs4PDW
was on fire at the last Council meeting showing her feelings about the unsafe conditions lived by some residents of Winnipeg who are forced into unsafe conditions because of our snow clearing policy.
I'm promoting the bus as one most efficient form of transportation on roads, 2nd only to active transportation. Vehicle passenger to weight ratio by kg is for a 1917 model T is 7.7kg, it today: small car over 18, biggest SUV over 38, 5 for bus, 0.1 bicycle, 6 for a big plane
Open Streets flow from years of activism to create the original 4 and the foundation bylaw we're using to expand them. COVID lockdown and social distancing dramatically expanded the program, and turned out to be a bright spot in a tough year. Let’s build on this success! 6/6
The 6new streets considered in report to add as Open Streets are:
1) Glenwood Cres
2) Alexander Ave - King Edward to McPhillips
3) Alexander Ave - Arlington to Princess
4) Youville St - Eugenie to Haig
5) Rosseau Ave W - Day to Plessis
6) Ellen St - William to Notre Dame
3/6
2/This is an example of why we need to better fund the transit system. It already takes generally longer to get to your destination even if you are able bodied and can walk longer stretches, I will keep fighting on Council for a.better transit system.
5/ The cost benefit analysis of other projects do not but could include fixing our crumbling roads, implementing the totality of the Transit Master Plan,
I'm Thrilled! City Council voted today to provide free transit for kids 11 and under beginning January 1st!
I want to thank first and foremost the Parents of Winnipeg Facebook group, whose members were the first to endorse this idea back in 2018.
Thrilled that the City of Winnipeg property committee just voted to give the Province the vacant Vimy arena for $1 so we can pursue the Bruce Oake Recovery Centre. Thanks to the Oake family and St. James Community members Jonathan Parker, Leslee Klinck Nee Bowyer and Kat (1/2)
6/ in the homelessness, meth and opioid crisis building 4,000 affordable housing rent geared to income units at $250,000 ($250 thousand) per unit with the added benefit of raising the value of our lands to reduce the tax burden by a proportional dollar amount.
You know that "cheater" that cuts the traffic line at the barriers during construction? They're right. They're doing a zipper merge and if we all did it traffic would flow better. Here is a how to from the glove and mail:
Hot off the press! I have flyers to put out and am coordinating flyer deliveries to help get the word out that City Council is set to demolish HappyLand and Windsor Park pools and that we ask Council to reverse this decision and keep the pools in operation instead.
Motion goes to Council where I'm hopeful and optimistic it will be passed unanimously. The 5 new streets also help address equity concerns by adding routes in areas of greater socioeconomic need. It also asks staff to recommend additional routes in one further ward. 2/6
Enhanced Sunday/Holiday Cycle Routes AKA
#OpenStreets
are coming back beginning next week for 2021. Adopted by Council 15-1 Thursday night. Up to 17 routes now across all four quadrants of Winnipeg, including some major new additions.
On Speers Rd today celebrating the opening of the new bike path & park space created using the little used locked up and fenced in school bus loop beside College Béliveau.
Off to take meetings downtown from my home office in Windsor Park. Winnipeg's climate action plan aims to have 50 percent of commuters walking biking taking the bus or commuting as a passenger by 2030. Have a great day!
Yesterday I registered to run for re-election as Councillor for St. Boniface. I have been working towards a vision which will make St. Boniface and Winnipeg a better place.
1/ In case you're wondering how we would plow sidewalks to pavement Winnipeg, the second you-tube video that I looked up showed me how to get it done with two pieces of equipment, one snow blowing machine and one sanding/salting/anti-corrosion machine.
I made a QR code to link to the petition asking Mayor Gillingham and Winnipeg City Council: Please do not demolish Winnipeg Outdoor Pools! If you, like me, want to ask the Mayor and Council to not demolish outdoor pools without replacing them please sign this petition!
Off City Council for in person meetings. Going to avoid driving in downtown traffic and there will be one less car creating traffic congestion on the street. I wish you a meaningful day!
Ironically, had this person been in a vehicle where levels of service for roads are generally higher than levels of service for sidewalks, Manitoba Public Insurance could take a claim and compensate this person for material damages such as: lost wages and potential costs not
Happy new year! If alcohol or cannabis are part of your celebration tomorrow, please don't drive. I stood with MPI this year to announce transit will be free starting at 7 p.m. tomorrow night till end of service. Keep in mind the last buses leave downtown at around 1 30 a.m.
when I followed up with “when we’re looking at equal levels of service being a human right does the mayor believe that the human rights of Winnipeggers are being respected if they don’t have the same level of service”.
Our transit needs to get better which is why I support the transit Master Plan which would make transit better across the city. This plan would not increase transit operating costs.
I was elected with a solid mandate by St. Boniface residents to work on 3 key priorities including safety. This thread will focus on the presentation I made this morning, & the presentation that I would have made if the committee process allowed for more time in delegation 1/x
Celebrating as

2021 continues to move forward. Today at EPC we unanimously passed a report which remakes 9 of last year's streets and adds 8 more, for a total of 17 “Enhanced Sunday/Holiday Cycle Routes” and I am optimistic Council will confirm them this month.
The sidewalks are treacherous right now.I spoke to a member of the public on Thursday. This woman informed me that despite walking carefully with winter boots that had a special grip, walking carefully to avoid a fall and or slip, she still slipped and fell.
& BE IT RESOLVED THAT That the TMP be updated to include a plan to achieve 50% mode shift by 2030 as approved in the Climate Action Plan, and include a comparison between climate impact of induced demand for transit and AT relative to community and corporate greenhouse emissions.
Had a great experience trying out Lime scooters today! The public service is currently working on options for e-mobility offerings in Winnipeg. Stay tuned!
7/ I want to live in a City where my children want to stay, where the City is doing its part on climate change and where I am not mortgaging my children’s future with road mega projects.
I expect that at some point in the future, a case will be found and a complaint made to the Manitoba Human rights commission regarding the unfair and dangerous snow and ice control policy as it pertains to sidewalks, and I suspect the complainant will win.
Happy birthday to my grandma Juliette Hébert who turned 105 today! I got to speak to her over the phone given i coudnt visit due to Covid-19 limitations. Bonne fête grand-maman!
Our net infrastructure deficit cannot be eliminated by simply spending more on roads. We must confront the fact that the only way we can maintain a sustainable, high quality road network is to change course.
(Thanks to
@brent_bellamy
for supplying the photo taken on Wolseley Ave, one of many beautiful scenes of community and activity captured on Winnipeg’s 9 Open Streets streets in 2020)
With Councillor Brian Mayes (St Vital) & Mark Cohoe (Bike Winnipeg) & Michelle Kading (Save Our Seine River Environment Inc.) this morning to formally cut the ribbon on the new Fermor Bridge pedestrian and bike tunnel! This has been such a well used and welcomed community corner.
Exciting news about Downtown Bike Lanes! Reconstruction and rehabilitation of Garry Street from Portage Avenue to Assiniboine Avenue will begin in early May.
As a parent of two kids - my daughter Camille (9) and my son Loic (3) - I’d like to propose and commit to pursuing if re-elected an idea to make life better for the parents in Winnipeg. TRANSIT FREE FOR KIDS UNDER 12

Goodbye my little pup Cappuccino a.k.a my Falkor my luck dragon. So many times you have saved me from the swamps of sadness. This is the last picture of you before we said goodbye today at the animal hospital.
Today, the Bruce Oake Recovery Centre cleared the final hurdle at City Hall Appeals Committee. It has been a long road getting here. It was a privilege over the last year and a half to stand beside courageous people like St James & Crestview residents Jonathan Parker,
Thrilled today to have the new Winnipeg Transit Master Plan adopted by City Council. Public transportation in Winnipeg took a step into a new era today. Fast, frequent, reliable. A plan that will guide us over the next 25 years.
CALLING FOR AN AUDIT OF SIGNALS & TRAFFIC DIVISION OF THE PUBLIC WORKS DEPARTMENT TO INVESTIGATE POSSIBLE WASTE COLLABORATING WITH CITIZEN ACTIVIST & RESEARCHER CHRISTIAN SWERYDA
On the bus to my the meeting of Council where City Council members get their assignments! I'm eager to get going with motions, debate and collaboration with other members of Council!
3/2-Fast track phosphorus removal by making the next phase of the water treatment plant remove phosphorus only because that is the substance that is killing Lake Winnipeg, potentially saving the city millions and getting the lake killing phosphorus out of the lake faster,
