@SaysSimulation The fertility issue is definitely all cultural IMO and as you point out. Bc it boils down to a woman’s volition to have a large family. $ incentives to have children adjusted to COLA should be avail. I think it helps by showing a pro natal political position, shifting culture.

Similarly in Africa. Geographic, ethnic/tribal conflicts were ignored. Also all Nation States must prove their right to exist by winning wars.
