The truth is that USAID is one of the most heavily scrutinized agencies in the federal government, with layer upon layer of process controls, safeguards, and oversight mechanisms to prevent waste fraud and abuse.

@wwwojtekk I think it quickly becomes a very challenging admin problem to keep track of whether many different grants separately amortizing 10% of a janitor's salary or whatever have paid for a full janitor
