Colleges are anchor institutions in their communities that are indispensable for social and economic development, & social inclusion & social justice.

@leesaw2 and I argue that colleges anchor their communities educationally, socially, economically, and physically. Their effects are explained by the economic concept of agglomeration and the sociological concept of emergence.
