No. In one cited precedent, the legislative branch investigated the executive branch. The Senate Special Committee to Investigate the National Defense Program was created by Senate Resolution 71, sponsored by Senator Truman, unanimously passed on March 1, 1941. The Committee investigated war profiteering, conducted public hearings, & issued reports on fraud, waste, & abuse. It did not seek to impound appoproayed funds, nor to “deletel agencies without an act of Congress. The other cited precedent, the National Performance Review, was in the executive branch. VP @AlGore & team canvassed government agencies for six months and then made ~1200 recommendations, about 2/3 of which were adopted. They never demonized civil servants, unilaterally deleted grants or funding, nor described any federal agency as “evil.” The relevant precedent to @doge that you didn’t cite is the War Production Board, which “soon came under the committee's scrutiny for its policy of hiring dollar-a-year men to staff government agencies. Employed by the government for a dollar a year, these men continued to draw salaries from the nation's largest corporations. The committee suspected a conflict of interest, concluding the executives were ‘unable to divorce themselves from their subconscious gravitation to their own industries’ and suggested that their loyalties delayed maximum war production.” One of the insights gained from that era is that special government employees must be bound by ethics laws, including those that prevent conflicts of interest in positions of official power.
