the fact is that if someone on the street says they're Jewish and there's no reason to probe further, you would probably take them at their word. however, when someone is a public figure, or it is going beyond simply wrapping tefillin, or someone is unsure about their identity, or you know they've attended church services, you would enquire about their mother etc.
