How about sponsoring a bill to raise the minimum to that level? Not all at once but over 6 yr.

The Trump tax cuts were a flim-flam for ordinary taxpayers. They were included to pull the wool over the eyes of individuals. And it worked since those cuts will expire.
The cuts were permanent for corporations and exempted certain corporate foreign income.

The budget is the law and according to SCOTUS, in a national emergency the president can even use the military to enforce the law.

The filibuster is a useful tool the Dems can use to blame Repubs for the failure of legislation to pass or be a reason not to bring up the legislation in the first place. If a bill opposes the interests of wealthy donors for example it will likely fall prey to the filibuster.

The House Speaker invites the president to make the speech before the Congress. However the president can choose any venue he wants to make his address.

The SS fund is invested in US Treasuries, the safest investment in the world. It collects interest which is deposited in the fund.
Repubs want to welch the debt owed to the SS fund by reneging on it.
