2.6 GHz spectrum is tricky to use because of possible interference with air traffic control radar. This’ll be fixed in coming months but we’re open to evaluating whether it can be safely used at specific sites in the meantime.

The telecom companies’ fraud teams have implemented ways of identifying and blocking some types of suspicious calls and texts, but a lot of scam communications still get through because operators have to be careful not to block genuine calls and texts. 2/8

The 700 MHz spectrum was previously used for broadcasting. I had forgotten that the last site using it was retuned on 4 March - just over 3 weeks ago. It feels a lot longer though. 🥱 We’ll probably be close to a world record for re-assigning spectrum.

If the US scheme is a success, it could become a global standard. We’ll keep under review whether to implement it here. It’s not the only possibility though and we’re studying whether there are other initiatives that might make a difference more quickly. 5/8

The recent US initiative has reduced the number of scam calls a bit, but the vast majority are still getting through. It has taken years for the US to develop their approach and it has required US operators to get agreement from operators all over the world. 4/8

You’re right: end-user blocking can be useful. Some people block numbers outside their own contacts from ringing, so they show up as missed calls. But scammers often pretend to be coming from eg Irish mobiles and not many people would want to block the whole 08 range.
This award is central to enabling users throughout Ireland to have access to the next generation of mobile services, including enhanced mobile broadband and innovative new services enabled by 5G. (2/6)

To be fair, he was complaining about the treatment of Britons who had exercised free movement rights prior to Brexit and who have continuing rights under the withdrawal agreement, rather than about the treatment of Britons generally.
But these sort of initiatives can only impede scam communications. They can’t eliminate them and they are least effective against the most sophisticated scammers. That’s why the messages to be vigilant are so important. 6/8

For temporary licences, it’s easier to move quickly than for ones lasting 15-20 years. Ordinarily, working on long-term licences is a much better use of ComReg resource. But times are different now.

Cate - Sorry we didn’t quite get to your question. My take - Especially if interest rates remain low, there will be capital to invest in networks. Risk of end-user uptake of better services will probably look lower. ½
