What if it’s less a capacity problem and more an affinity problem? Congressional & admin leg affairs staff might not want to give info on the record to a competing political/authoritative body, but might instead talk anonymously to a journalist. ‘What did you hear today’ can be more valuable than ‘what happened today’

It's hard to understate the loyalty that FDR commanded. For example, at a 1944 fundraising dinner, FDR managed to whip a group of teamsters into an intense rage by lamenting (in a fairly tame manner) that his opponent criticized his dog in campaign ads. The teamsters were so fired up that they stormed out of the dining room and proceeded to grab, interrogate, and beat two navy lieutenants that happened to be walking by. This degree of loyalty was surely necessary to lead us out of the Depression and through World War II. If we face challenges on a similar scale--as some predict we soon will--we'll need another FDR. But is it even possible to command this loyalty today? ... I'm skeptical.

@MatthewSitman Also, if you’re focusing on foreign affairs, I think you’d enjoy interrogating claims re the executive’s ‘sole’ or ‘unique’ role in foreign affairs. Much thinner support than one might imagine. Can provide recs too; these claims are the white whale of my thesis advisor.
