When the only competitors you have are 2x-5x more expensive and less reliable, the mere existence of your superior product is effectively the same as writing yourself checks. Any dollars spent on other competitors by NASA is basically a DEI check to keep those competitors in business because they can't compete on product or price. They only do it to make sure there is more than one provider.

Rent control, buddy. We're typically capped at 3% a year (many years they don't allow any increase) and they never move out. Better to wait for a good rate and/or good tenant, and eat some losses for a few months than eat losses for decades on bad tenant that will cost $90K-$100K in legal fees to (maybe) get them out.
